FESCO approved on 2008-12-17 a proposal to consolidate all the fonts packaging guidelines and associated materials (spec templates, macros, etc) in an helper package.
This package is named fontpackages and available in the current Fedora releases. Its sources are published on fedorahosted in archive and git formats.
Its content can be discussed on the Fonts SIG mailing list.
