Funds for Fedora media come from the FAmSCo budget.
General process

User:Herlo has been handling the media production with Advanced Media Solutions for the past few releases. The NA regional ambassadors decide what quantities and flavors of media they want, and Red Hat pays for it with either a purchase order or a credit card.
