fedora-newspec -t php-pear php-pear-Foo
rather
fedora-newrpmspec -t php-pear php-pear-Foo

But, the simplest way is (which follow as much as possible this Guidelines)

fedora-newspec not fedora-newrpmspec

Second to last line should be

fedora-newspec -t php-pear php-pear-Foo

rather

fedora-newrpmspec -t php-pear php-pear-Foo
