Recurring Spins Process (draft)

1. F-12 GA
2. Spins Pages to Spins_in_Development (in addition to Spins_Fedora_12)
3. Spins go through normal review process (formality)
   • Gives Spin Maintainer the chance to update Spins page (new highlights, new features, new dependencies?)
   • Gives Spin SIG the chance to review changes per development cycle
   • Spins SIG contacts Board in case of doubt (with major changes), in principle no re-approval of trademark required
4. +1 @ Feature Freeze (-> Add to Spins_Fedora_13)
