This is to bring Sigil into fedora to allow users publishing EPUB books/documents

Benefit to Fedora

Users will be able to publish EPUB books by themselves in easy way. Currently Fedora does not have any EPUB editor.

packaging work on Sigil and dependencies license auditing

How To Test

install & run Sigil correctly

Users will be able to easy create EPUB books/documents.

Contingency Plan

will not affect rest of distribution, just Sigil would not be available
