A few notes about this license:

It is non-free, due to the inability to make modifications, and should not be used with software code. However, since it is applied to schema "content", it is permissable in Fedora for "content" only.

Also, the original version of this license had a use restriction, stating:

// consistent with this purpose by members and non-members,
// provided that correct attribution is given.
