Since fedora-extras-list is going away, the guidelines need to be changed to refer to the appropriate list as necessary. I am not sure if fedora-devel or fedora-maintainers (or even fedora-packaging) is the proper list.

In Packaging/Guidelines:

Binary Firmware section

If you are unsure whether or not your files meet these requirements, ask on fedora-extras-list, and we will examine them for you.

Code vs. Content section

If you are unsure if something is considered approved content, ask on fedora-extras-list.

In Packaging/NamingGuidelines:
