The Docs/UserGuide that you reference is in the Archives since it is - as you mention - very old and out dated.
The current version of the User Guide is found at http://docs.fedoraproject.org  in multiple formats and languages.
The current document does include many KDE references - as equal coverage with other desktops as the volunteer editors are capable of managing.  If you care to contribute new sections, they will be most welcome. Any format - if you are not interested in learning a bit of xml/docbook/publican which is the format of the source in git, then just add the sections here as you have started and I will round up some help to get them into the source.
